HELP WITH PHOTOSHOP PLUGINS

From what I've read, if you download a plug in, it is put into a "photoshop plugin" folder on the C drive. I do not have a Photoshop Plug in folder. I do have a photoshop folder. How do I install a plug in. I have PS7
